Families First Phase I utilizes specific tables for the naming of physical locations, both within and outside of CONUS. Physical locations (pickup location, SIT warehouse, final delivery address) are used during the invoicing process, and transfer of invoice information from PowerTrack to CWA. Unfortunately, these tables do not match any other type of naming convention currently utilized.

In an effort to alleviate some of the confusion with determining the correct spelling according to the official DTOD locations files, we have created a lookup system where you can search for your precise location spellings.

DFAS Indianapolis Payment Process Change 7/28/2004

Last week we sent you an email regarding the recently issued letter from DFAS-Indianapolis about payments. We wanted to explain a bit more of what this could potentially mean with regard to your invoice payments starting the first few weeks in September. Invoices greater than $2500.00 sent to DFAS-Indianapolis on September 1, 2004 and after will not be processed for payment in the expedited manner as currently done. Rather, invoices in excess of $2500.00 submitted September 1, 2004, will be held for payment until approximately September 23, 2004. This cycle will continue with invoices being held for 23 – 30 days from invoice receipt until payment date.

We also received a copy of an email from Scott Michael of AMSA back to DFAS expressing concern as to the timing of this change as well as why would NOT the payment of invoices by U.S.Bank’s PowerTrack be subject to the same cash management requirements. The sense is that this cash management issue came about to make the move to PowerTrack more attractive to carriers as PowerTrack is to pay the invoices in 3 days once the billed amount submitted by the carrier matches the expected amount rated by CWA. The response provided Scott comes from DFAS and is as follows:

“We, too, would have liked to remain status quo until PowerTrack provides full functionality. Unfortuantely, we are under scrutiny more and more by GAO and believe there is a sense of urgency in complying with the law to the fullest extent possible. You asked why the PowerTrack initiative would not be subject to the same cash management requirements as other payments. US Bank makes PowerTrack payments directly to the transportation vendors. Therefore, those payments are not subject to cash management. The terms and conditions of the US Bank’s contract with the government provides for early payment due to the rebate offered. Transportation vendors can also offer discounts and receive payment early once we start cash managing payment.”

We are again attaching this letter, and would ask that you ensure it is routed to the appropriate accounting personnel in your organization as cash flow will certainly be affected.

DFAS-Indianapolis letter
 
EDI Update 7/22/2004

We have had confirmation from DFAS-Indianapolis that the EDI transmittal of today (for invoices generated 7-8-04) was received and will be processed for payment.

With respect to DFAS-Indianapolis, we received the attached letter regarding payment processing at DFAS-Indianapolis with an effective date of August 31, 2004.

Corrective International Invoices 7/16/2004
We have now completed and submitted to the finance centers all of the corrective invoices that we were aware of from the late-posted Amendment 5 to Change 1 of the International Personal Property Rate Solicitation. Should you find any additional international shipments that you believe were billed at the lower storage and delivery out rates covered in this Amendment, please do not hesitate to contact our customer support department with this information.

New Note Line on SF1113 2/18/2004
Starting Monday, February 23, 2004, you will begin seeing two additional line items on your SF1113's.  These items are a hyperlink to the scanned documents that were used to create this specific invoice.  We will use this when dealing with finance centers on payment issues, and you are free to use the hyperlink as well.

All Inclusive Billing Service 12/15/2003
As we have added additional services over the years, we have always charged separate fees for each service. Recently, we have had requests for one all-inclusive fee to handle all issues associated with military invoices. Effective January 2004 we will be changing our fee structure to include more services and charge one flat rate for each invoice.

With each invoice we create, we will be scanning all the necessary documents you have provided us for your invoicing, then posting these images on our web site. This will allow you to quickly access any document requests you may have for claims purposes, agent issues, questions etc.  The Day Companies will take responsibility for all Mid South requests for documentation of any invoice created after January 5, 2004.  GSA post audit work is still a requirement and being able to provide documents upon request continues to be a necessity.  Currently GSA is accepting emailed scanned documents allowing us to comply with their demand for documents rather quickly.

Payment information from DFAS Indianapolis and Norfolk can be sent to us EDI if you authorize both DFAS locations to do so (www.xrsnet.com/downloads.asp).  We will then monitor your payments and handle short pays automatically, as well as provide your payment information to you via an email. We will also handle short pays on paper invoices. Since short pay information is not made available to us from the paper invoiced payment centers it will be up to you to advise us of such short pays.

Should any invoice we create generate a Notice of Overcharge, we are responsible for handling those notices.  Again, you will need to advise us as soon as you receive notification as the information can only be provided to the owner of the SCAC code.  We will promptly review and advise you of the course of action on each notice.

These additional features allow us to become a more complete billing service to you.  We recognize the frustrations you have when dealing with payment issues on invoices submitted correctly. On all invoices in which the dollar amount you are paid is different than the invoiced amount we will take all necessary steps to ensure you receive complete payment for services you performed.

We also have the ability to accept an electronic feed of your shipment information and create the registration that you currently do on XRSNet.  We can also send the revenue information back to you in electronic format, alleviating the need for manual entry into your accounting system. Both of these services are included in our flat rate, however they do require some technical procedures on your part for initial setup.

Again, all of the services listed above will be included in the per invoice rate.  The all-inclusive rate for international shipments will be $6.50 and the rate for domestic shipments will be $8.00 per invoice generated.   Any shipments we receive for invoicing on or after Monday January 5, 2004 will be a part of this new implementation.  Should you have questions or concerns please contact me.

Phase I Families First Seminar 10/31/2003
The Day Companies will be presenting a seminar on the invoicing implications of Phase I Families First - PowerTrack and CWA usage.  The seminar will be December 3, 2003, from 8AM to 4:30 PM at the Hilton Kansas City Airport.  Room reservations can be made by calling 816-891-8900.

The requirement for pre-authorization to take place within the CWA has been dropped, and all pre-authorized accessorial requests will continue to be processed as in the current program.

Families First Programming Update 9/5/2003
There has been one change in the Item Code list and the 859 Spec for the Families First program, to require more specific EDI coding for the LHS item.  The new files can be downloaded at:

Invoices Transmitted via EDI to DFAS-Indianapolis 8/5/2003
Over the past few weeks, we have had three EDI files that were not received by DFAS-Indianapolis in a timely fashion.  Invoice batches submitted via EDI on 7/22/03, 7/29/03 and 7/30/03 were not received on those dates by DFAS-Indianapolis.  We have been informed there was a problem with Sprint, and that problem has been resolved.

The 7/22/03 batch has been received by DFAS, and payments have been issued on those invoices.  The files from 7/29/03 and 7/30/03 were resent early this morning (8/5/03) at the request of DFAS, and we will be following up to verify their receipt.

HHG Invoice Payment by PowerTrack 7/7/2003
    A Federal Register Notice dated June 5, 2003, identifies October 1, 2003 as the initial rollout for the use of PowerTrack as the payment mechanism for DOD HHG shipments.  If you are interested in being a test participant in this initial rollout of PowerTrack, we will be prepared to handle the billing and EDI transmission of your invoices at that time. 

    MTMC has asked that any carrier wishing to participate in the test phase of this PowerTrack implementation should send an email to Cedric R. Jasmin, Chief, Program Development Branch, MTMC, jasminc@mtmc.army.mil.

U.S. Bank PowerTrack Conference 5/14/2003

We have had numerous calls regarding this conference as to its value for carriers.  We asked Tracey Renaud, a U.S. Bank representative and the project manager for the move of household goods billing to PowerTrack this very question.  Below, with her permission, is her response:  

Regarding the June conference, I want to make sure that we don't mismanage expectations about the conference and our objectives for having TPs attend.  We do not plan on giving TPs training for the DFPPP program (PowerTrack specific or otherwise) at the conference.  We do, however, plan on walking through the new business process (we have a Wednesday HHG breakout session scheduled for this which MTMC, IBM and US Bank will be running together), identifying our plans for rollout and training (which will be done in the few weeks prior to the kick-off in October for the evaluation phase participants and in Q1 2003 according to a schedule we're currently trying to work on for the rest of the rollout).  We also plan on putting time aside to walk through the PowerTrack seller agreement with TPs and get them signed up for the new program.  I realize that it is a high cost and assume that not all will want to come.  In addition, there will be lots of opportunities for TPs to become familiar with PowerTrack (which will make their DFPPP PowerTrack training an even better experience having had some familiarity with the system).  I don't want to give the impression to the TPs that this is an obligatory meeting, it's not.  However, it could be an opportunity to learn and become better prepared for the new process they're going to undertake in the fall or early next year.

New Version of PCMiler for Finance Centers Only 4/16/2003
Posted to the Defense Table of Official Distances website today:

"We are pleased to announce the release and implementation of DTOD v16.1.1, an upgrade that corrects the problem with DTOD v16.1 not always producing the same Freight and Personal Property distances for the same trips as PCMiler® v16.1, the commercial version of DTOD.
The DTOD v16.1.1 completely replaces DTOD v16.1. We have delivered the upgrade to DoD systems that interface with DTOD, and are shipping DTOD v16.1.1 Single-user CD-ROMs to all DTOD customers who had previously ordered DTOD v16.1 Single-user CD-ROMs."

This should assist the finance centers in processing invoices with the correct mileages.
 
Long Delivery out of SIT Issue - New Information 3/26/2003

We have been informed by GSA that the Notices of Overcharge for miles over 30/50 are to be stopped immediately. USTRANSCOM and MTMC have worked with GSA to ensure that interpretation of the solicitations is consistent. The signature of a Transportation Officer, or issuance of a Long Delivery out of SIT Certificate is only necessary when the destination base changes.

We will have instructions for you in the next day or two on how to proceed with Notices of Overcharge you currently possess.
